Who said, "The world's top economists could solve Social Security in 10 minutes, after 5 min. of formalities?"?

I think Alan Greenspan wrote this or something similar to it in his autobiography, "The Age of Turbulence," but I just can't find it in the book. The quote basically illustrates the idea that the Social Security funding "crisis" is a political problem, not an economics dilemma. Does anyone know where this quote comes from?
